
The draw was scheduled to be held at Lord's yesterday but was postponed because it would violate a contractual obligation.
The ICC and the England and Wales Cricket Board agreed to a 10-day exclusivity period following the world twenty/20 tournament.
The rule was designed to protect broadcasting rights and maximise media exposure. But Cricinfo website reported the ICC had decided to partially waive the stand-down period and allow the draw to take place five days after the final between Pakistan and Sri Lanka, early on Monday morning New Zealand time.
However, Champions League organisers opted to hold the draw at a later date, possibly in India.
For Otago cricket the delay has proved frustrating.
"We were certainly looking forward to the draw coming out because, hopefully, we were going to get some more information," Dykes said.
"But we've been advised that it will be done at a later date and I have no idea what later means."
The delay comes after Otago waited almost three months for confirmation of its entry into the $US6 million tournament.
"I guess the draw will be made in due course, but it certainly doesn't help us in our planning and preparation. We know what we want to do but we don't know whether the tournament rules are going to allow us to do it," Dykes said.
"We've got a number of ideas and some irons in the fire but, until such time as they give us the formal rules, they remain ideas."
The Champions League will be held in India from October 8 to 23 and contested by 12 sides from seven countries. The inaugural tournament was abandoned following terrorist attacks in Mumbai.
