Last summer the experienced Otago campaigner called time on his red-ball career.
The 35-year-old wanted to spend more time with his young family and to stay fresh for the shorter formats of the game.
But the break appears to have worked wonders for the former international. Otago coach Rob Walter confirmed Broom has committed to all three formats this summers.
''It is awesome news,'' Walter said.
''It also speak volumes for where we have come as a team that Broomy felt that he needed to contribute more and play more cricket rather than just the short-format stuff.''
Broom's change of heart comes as a welcome relief for the Volts.
Otago struggled with the bat in the Plunket Shield last season and could have done with a senior statesman of his calibre.
His return will also help fill a void left following the departures of opening batsman Brad Wilson, strike bowler Warren Barnes and the recent retirement of top-order batsman Shawn Hicks.
Hicks announced yesterday he was quitting the game because of health concerns. He has suffered four serious concussions and was no longer prepared to continue placing himself in harm's way.
Broom has played 98 first-class games for Otago. Only two players - Warren Lees (108) and Derek de Boorder (99) - have played more.
The right-hander (6052 runs) will also have an opportunity to eclipse Craig Cumming (6589 runs) as the leading scorer for Otago and add to his 15 centuries for the province.
Broom will be joined by at least one player who has made the decision to transfer south, while another is very close.
''There is still a bit of water to go under the bridge before we can officially announce who those players are,'' Walter said, adding he wanted to inform the playing group first.
