Pre-tournament favourite Zoe-Beth Brake (Whakatane) won the girls' event but was pushed all the way by Kate Chadwick (Napier).
The pair were separated by a single shot with both players carding 79 on the final day.
Burgess comes from Wales and he emigrated to New Zealand with his family only 18 months ago.
He began playing golf three years ago and was a key member of the Shirley Boys High School team at the recent intercollegiate tournament on the Hutt course in Wellington.
Burgess showed great character to lead all the way, as after his first round of 74, he had a one-shot lead.
He led Meyer by two overnight and staved off a final round charge to take the title.
