"They both give so much to our community ... charitable organisations and committees," their nominator said.
The couple volunteered for the Lions Club, Otago Shearing and Milton community pool project, the nominator said.
"Hugh is a generous member who goes above and beyond.
"Clare is an active member of the committees and they both help with other groups, often using their own money and resources.
"They will likely say ‘give it to someone else’ but they certainly deserve it."
Mrs Howat felt her efforts were easy enough.
"Clubs and organisations have great camaraderie and a sense of belonging in the community," she said.
"I find the time because it’s beneficial to be part of an enthusiastic team and very rewarding to enjoy the results of a successful event."
