Emergency services were called to the crash about 9.40am between Gifford St and Curry Rd.
Fuel from the truck and trailer unit had spilled on to the road, a police spokeswoman said.
The driver sustained minor injuries.
"It's a truck and trailer unit which is on its side,'' the spokeswoman said. "The truck is blocking the northbound lane, but the trailer is in the ditch.''
In an update this evening, the New Zealand Transport Agency said traffic remained under stop/go management while the vehicle was being recovered and motorists should expect delays.
Fire crews from Kakanui, Weston and Oamaru attended.
