Although river levels and floodwaters have started to recede and some roads have reopened, residents around the Hilderthorpe area have expressed concern that potholes were becoming a menace.
School bus driver Mike Firman said the Hilderthorpe school run now took about half an hour longer than normal.
Mr Firman said Steward Rd and Gibsons Rd were both "horrendous" to drive on, and although they were pitted with potholes, some approaching 200mm deep and three-quarters of a metre in diameter, he said the council seemed to be "taking their time" to fix the issue.
"School-run roads right round are unbelievable. I'm out there every day, and I haven't seen a grader yet.
"There is one particular spot, on Gibsons Rd. I feel if a car hit it, it would probably get thrown off the road. I have to virtually stop to go through it and I have big wheels on the bus."
Parts of Steward Rd were so bad he had started to take a longer route to avoid it, he said.
Delivery driver Alan Wilson said unsealed roads around Oamaru Airport were in bad shape.
"One of the worst roads out there at the moment is Robinsons Rd that goes down from the airport. If you do 30kmh you get brain shake.
"It's so bad everyone is starting to drive on the side [verge] ... so you have two wheels up on there to try and look for a smoother patch. There are some bad roads out there."
Waitaki District Council assets manager Neil Jorgensen was unavailable for comment.
