Mr Kerr (60) was a member of the board for three terms until two years ago. He was asked to run for the board position vacated when his friend and board member Tom Stevenson died in February.
Speaking to the Otago Daily Times last night, Mr Kerr said it felt right to stand for the board again.
"It is a privilege to be voted in. There's always difficult issues and I know it won't be boring."
Mr Kerr said rates increases were high on the agenda for Roxburgh residents.
Of the 626 votes returned during the by-election, 317 were for Mr Kerr. Rod Lambert received 222 votes, and Diane James 85. Two blank votes were returned.
Central Otago District Council's electoral officer, Kara Leckie, said almost 50% of the 1255 Roxburgh ward residents voted.
