The Cromwell Community Board this week signed off plans for the first stage of the $2.8 million Cromwell Town Centre redevelopment project - the Lode Lane toilets.
Tenders will be issued to shortlisted contractors for the toilet redevelopment this month.
A temporary toilet will be built and installed by May 16 and construction of the new toilets will begin once the temporary ones are in place.
It is expected the toilets will be completed by July 27.
Landscaping of the area will be co-ordinated with the toilet construction and it is proposed most of that work would be completed by August and plantings would be complete by early September.
This financial year $753,805 has been budgeted for landscaping on the northern entrance to the town centre and around the Lode Lane toilet area, as well as preparing design plans and tender documents.
The rest of the development has been budgeted for in the board's long-term plan.
In the year three of the plan $1,014,882 has been budgeted for the interior pedestrian area of the mall; in year four $470,724 for the western entrance and in year five, $444,048 for the southern entrance.
Plans for each stage will be considered and approved before any further work starting and the public will have a chance to comment through the plan consultation process.
There has been more than 10 years of discussions about a redevelopment for the town centre and Cromwell Community Board chairman Neil Gillespie has previously said it was "a bit like a house that is in need of a bit of paint and wallpapering".
The Cromwell town centre was opened in 1985, after 20 years of discussions triggered by concept plans for the Clyde dam, which eventually flooded part of Cromwell, including the old town centre.
