Otago's new public transport plan should include provisions for smokefree bus shelters, cable cars, a monorail and greater rural services, according to submissions.
The Otago Regional Council has received 53 submissions on its proposed plan and has appointed a committee to listen to 22 submitters at a hearing in Dunedin on Monday.
Those submitting included Dunedin bus users, who asked for additional services, and bus drivers, who suggested alternative routes and amendments to fare structures.
Others criticised the plan for focusing on Dunedin and Wakatipu bus services and ignoring other areas.
Some asked for seats to be installed in all bus shelters and some suggested minibuses could be used in quiet times.
A ferry service between Queenstown and Kelvin Heights was recommended, and bicycle racks on public buses.
The Dunedin City Council said bus fares should be reduced and the use of "clean fuels" considered.
Once a committee has heard from submitters, it will decide whether to amend the plan before its final recommendations are considered by the council on October 31.
