The man crashed his car into the parked BMW on Forbury Rd about 6.15am.
A St John spokesman said the driver of the car sustained minor injuries and was treated at the scene.
Senior Sergeant Ben Butterfield said a 22-year-old Dunedin man was charged with careless driving as a result of the crash.
He would appear in court at a later date, he said.
