Part of the Mosgiel Memorial Garden could be excavated to allow a group of property owners to install sewage pipes under the reserve as part of a subdivision.
A report to be considered by the council's community development committee next week recommends granting an easement to the owners of 175 Gordon Rd, without public notification.
The easement would allow the owners to have the edge of the garden reserve - next to their property - excavated, and new stormwater and sewage pipes installed, a report by council reserves policy and planning officer Paula Gunn said.
The owners planned to subdivide their property, and the new pipes were needed to connect with existing council stormwater and wastewater infrastructure.
Other, older pipes were already buried in the area under the reserve, and the easement for the new pipes would cut only a few metres into the reserve, she said.
Conditions attached to the easement included one requiring the area to be reinstated to the approval of council staff after the work was complete.
The council was usually required to notify its intention to grant an easement, but the requirement could be waived because the garden would not be permanently affected, she said.
Ms Gunn said it was not known when the work would be carried out, if the council decided to grant the easement.
It was also not known what the total bill for the work would be, but the cost would be met by the owners, she said.
