Moore has been evaluating players in the national provincial competition and said the competition seemed to have captured the public's imagination.
"I think it has been very good. It's a competition where anyone can beat anyone on their day. And from the public point of view that has got to be good," Moore said.
He had been impressed by the standard of play and said teams were playing above themselves.
The Highlanders are in real need of a first five-eighth and Moore admitted they have been scouting around the country but declined to name any player to whom they had talked.
But one player surely under the Highlanders' microscope is Bay of Plenty pivot Mike Delany.
He played for the Highlanders franchise in 2008 but was picked up by the Chiefs this year. However, his chances of playing at the Chiefs appear slim, with Stephen Donald first pick in the Hamilton-based franchise.
Moore said he had been really impressed with the performance of Robinson.
Robinson, who has just turned 20, has been the key to a well-performed Southland side which sits second on the competition table.
Asked whether Robinson was better at fullback or first five-eighth, Moore said he had strengths in either position.
"I think he has been playing particularly well at first five eighth.
"He could play Super 14 rugby. It is a big jump up but he has certainly got some talent," Moore said.
Robinson trained with the Highlanders this year but was not available for the team.
The Highlanders squad is to be announced in early November and will assemble in early December.
The draw was released last week, with the Highlanders having a tough start. They play the Crusaders first-up in Christchurch on February 13, followed by the Blues at Carisbrook before a three-game trip to South Africa.
Moore accepted it was a tough start, but said he liked to get to Africa early as the trip was got out of the way and it was also good for team spirit.
One drawback with going to South Africa at that time of the season was playing in the heat.
The Highlanders also have to contend with playing at altitude in Pretoria and Bloemfontein.
