Martin, who coached Otago from 2006 TO 2009 and was the assistant coach of the Highlanders for two years, has taken on a new role as league's Southern zone general manager.
"At the end of my coaching last year I said I was looking forward to new challenges, and I'm excited about what league is doing at the moment," Martin said.
Martin was appointed to the position after New Zealand Rugby League decided to make significant structural changes to the way the sport is organised.
NZRL is now split into seven zones and Martin is responsible for the Southern zone, which encompasses the entire South Island.
"It utilises the skills that I had when I was working at the rugby union, so it is a nice fit."
Officially, Martin started work on May 10 but he has been busy visiting the districts and introducing himself.
A reliable halfback during his playing days, Martin will be based in Dunedin but expects the job will involve a reasonable amount of travel.
"Obviously, there has to be a regularity about contact but there are priority areas that we need to be involved in such as Otago, who don't have any club league currently.
"Tasman are only just starting up. Southland have a league but there is potential for growth there, whereas the likes of Canterbury have a structure in place and are ticking along quite well."
Martin is hopeful of getting club league running again in Dunedin soon but said it was a "matter of getting the right structures in place as opposed to just getting a competition in place".
The game has been dormant for the past two seasons with no organised competition.
"We are working on one or two initiatives but the first priority is to get a solid management committee in place that can administer the game. There is a lot of goodwill and a lot of people who are keen to see it happen. It is an urgent job for me."
Three clubs - Otago University, Kia Toa and the Aotea Bulldogs - are capable of re-forming but a fourth side would be needed to form a viable competition.
There are tentative plans to stage a 12-week round-robin competition with games played on Sunday to avoid clashes with other codes.
Another major task for Martin will be to oversee the development of a Southern zone representative team which will play in the newly established national competition scheduled for August.
The competition will replace the old Bartercard Cup.
