Work began at the site on February 10, and the managing director of the Clinton Community Company, John Cochrane, said all the electrical work and pipes had been installed.
"We made the decision to get the petrol pumping first, and we are definitely making progress."
Two concrete pads had been poured for the truck stop, but the above-ground 30,000 litre diesel storage tank and 15,000 litre petrol storage tank were not fitted yet, Mr Cochrane said.
"We should be pumping fuel by the end of April - We are aiming for opening in the first week of May."
Mr Cochrane said further progress on the site would be weather-dependent.
"We need a good day for pouring concrete."
