
"It looks like if something goes wrong, blame the ORC," he told an ORC committee.
Cr Butcher said he hoped the recent comments were not a slide towards past "council bashing".
"It annoys me when one council has a go at another council."
There had been "one or two incidences" recently where the QLDC had given the wrong impression that the regional council was doing nothing.
One incident involved comments made by the QLDC regarding the regional council's pollution response, suggesting "we needed to get our act together".
Chief executive Graeme Martin said historically both councils had shared pollution-response services.
There were conflicts of interest over discharges from pipes QLDC owned. As a result, the regional council had negotiated a new arrangement with the QLDC, he said.
"They look after everything up the pipe, and if it's out in the open, we'll deal with it."
He was concerned about comments reported in the media from QLDC but had looked at the reports presented to the council and was happy with them.
