Speaking for 'silenced'

A Quail Rise resident has made a submission on the Quail Rise extension on behalf of the "silenced" majority of residents he says are legally bound not to do so.

Quail Rise Ltd in 2009 lodged a private plan change (plan change 37) to turn a 19.99ha area of unused farmland into 117 residential lots on Ladies Mile near Frankton, later amended to allow the rezoning of 11.8ha for an additional 51 residential units.

During the public forum of yesterday's Queenstown Lakes District Council strategy committee meeting, resident Dave Drew spoke of his concerns over the impact plan change 37 would have on residential amenity, privacy and the landscape.

Mr Drew said he believed he was the only property owner without a "non-complaints covenant" on their property title.

"Thus, I trust you will take strong note of my submission for what is in effect the 'silenced' majority," he said.

His concerns included the impact on the landscape and visual amenity of the site's hillocks, loss of residential amenity and privacy from neighbours, increased stormwater runoff and "dust and noise nuisance" from earthworks activities.
