Commissioners' decisions on the future shape of Arrowtown will be discussed publicly by the Queenstown Lakes District Council on Monday.
The reason for listing the three agenda items relating to the decisions under "public excluded" was to protect the interests of parties involved in the plan changes, Mayor Clive Geddes said.
If they had been included in the public section of the agenda, parties could have read the council's report through the media before the meeting.
"There are the interests of those who have been submitters or appellants to it that need to be protected. There are a lot of people who have put a lot of time and effort into their submissions and my feeling is they are entitled to get the full submission and the reasons for it.
"If we do adopt it, then we have no other way, other than through the agenda, of letting all of those people know."
The final full QLDC meeting for the existing council will be held next Wednesday, but the extraordinary meeting - at which nine of the 11 agenda items are included in public excluded section of the agenda - was notified on Wednesday.
Other items to be discussed publicly on Monday are Plan Change 36: Wanaka's Industrial B Zone and the Albert Town Reserve Management Plan.
Among the list of items to be discussed behind closed doors is a report on Alpine Aqualand's fast hydroslide, which has been non-operational since early 2009, when Lakes Leisure voluntarily closed it until the reason why it had been causing minor injuries to dozens of users had been found.
The hydroslide opened on May 31, 2008.
