Brodie O'Rourke (25), the Queenstown man sentenced to three years and three months' prison last year for the violent kidnapping of Jason Maynard on the Crown Range Rd, near Arrowtown, in 2011, has been denied parole.

A hearing of the Parole Board, O'Rourke's first, was held earlier this month.

O'Rourke was considered the ringleader in the offending. A group of Queenstown and Arrowtown youths had gathered at his home and planned the kidnapping.

Court evidence showed O'Rourke had held a meat cleaver to the victim's head before head-butting Mr Maynard twice, throwing him in the car and taking him, against his will, to the outskirts of Arrowtown, where he was dumped on the side of the road.

The crime was planned after O'Rourke and three others had paid Mr Maynard $60 each for ecstasy pills in a Queenstown nightclub and felt cheated when they discovered what they believed was a substance of flour and brown sugar.

The June 14 parole review said O'Rourke had not addressed his offending or what had led him to undertake the kidnapping in November 2011.

''We believe he still remains an undue risk to the safety of the community.''

He is unlikely to be seen again by the board within 12 months.

The summary said O'Rourke had ''conducted himself well'' in prison and had support within the community and from his former employer. He had been taking drugs for up to six years and consumed ''a fair bit'' of alcohol, the report said.

O'Rourke had previous careless driving and drink-driving convictions, as well as convictions for wilful damage and threatening behaviour. His sentence end date is October 8, 2015.

One of O'Rourke's co-offenders, Michael Coulter (26), was denied parole in May, but asked to reappear in August for his second review, to determine if he could be safely released.
