Independent commissioners have adjourned Wanaka Landfill Ltd's gravel extraction and cleanfill operation resource consent hearing, following three days of evidence this week.
The hearing was the first of two Cardrona river gravel extraction consents being heard by the council.
Upper Clutha Transport's application begins on Monday.
Wanaka Landfill Ltd wants to extract up to 20,000cu m of gravel from two sites, one in the Cardrona River bed and the other on land accessed from Ballantyne Rd.
The gravel would be stockpiled on the Ballantyne Rd site.
At the conclusion of the hearing, Lakes Environmental consultant planner Scott Edgar told the commissioners he was satisfied the applicant's evidence addressed noise and dust concerns and in his opinion the consent could be granted, with conditions.
His earlier report had recommended the consent be rejected.
Landscape architect Helen Mellsop did not change her opinion the extraction sites were in an "outstanding natural feature" under the district plan.
However, that did not affect her recommendation, which was consent could be granted, with conditions.
The commissioners' decision is expected next month.
