The Waitaki District Council has begun work to create a $300,000 water play space at the Oamaru Public Gardens, replacing a pair of paddling pools.
A council spokesman said the new space would have pumps, sand, sliding water gates and channels children could play with.
The existing light blue paddling pools would be demolished, but the ornamental seals would be removed and put into storage.
"We're happy to receive appropriate considered suggestions for them," the spokesman said.
The nearby swing set and sandpit would also be removed to make space.
There would be additional costs beyond the $300,000 with proposed plantings and improving access routes, he said.
