The council is proposing to set up a property advisory committee with three councillors and two expert external members.
It would have an early input into options and opportunities for the sale, purchase, development and lease of council properties, corporate services group manager Carolyn Carter said.
The council has not had a property committee since 2010, when its functions were merged into the committee of the whole.
''It is apparent, with increasing development complexity, the need to rationalise land holdings and the changes that are facing the council as a property owner, that ready access to an advisory group will assist,'' she said.
The council also had ''a lot of land'' about which it had to make decisions, including the residential Forrester Heights and Hospital Hill subdivisions and the north end business park.
Waitaki Mayor Alex Familton believed the group was a necessity, not only in terms of supporting economic development in the district through managing its properties but also because of the size of the council's portfolio.
