The Waitaki District Council will finalise its 2016-17 draft annual plan today as councillors debate which items to include in its budget for the coming financial year.
The council plan proposes an average 0.19% rates increase, lower than forecast in the council's 2015-25 long-term plan which projected a 2.1% rates increase for the coming year.
However, the council received 73 submissions on the proposed plan. About 40 people spoke to their submissions over two days in May.
Councillors will discuss whether to contribute $56,000 for education and policing of a possible freedom camping bylaw for the district.
Waihemo Community Board has called for sealing several roads. Chairman Geoff Foote told councillors during verbal submissions hearings last month that "the roading network was at an all-time low''.
The Waitaki Valley Community Society asked for an additional $20,000 to keep pace with the increased use and new service-level standards required by Tourism Waitaki at the Kurow Museum and Information Centre.
The Ahuriri Community Board has advocated for a year-round liquor ban in Omarama and Otematata.
The Oamaru Multisport Club asked for assurances the green space next to Oamaru's Friendly Bay playground would be left undeveloped for future recreational use.
The Oamaru Whitestone Civic Trust asked for an $8000 increase in its annual grant over the next five years.
Councillors are also scheduled to discuss public toilets at Hampden, Duntroon, Katiki Straight, Campbell's Bay and the Moeraki Boulders and dump stations at Omarama and Hampden.
The council is expected to adopt its annual plan on June 22.
