Below the State Highway 1 bridge on the south side of the river, the access road, most of the car park and the ramp itself are flooded.
Willows have also overgrown the side stream into which boats were launched.
The ramp has not been able to be used for some time, but the Lower Waitaki River Management Society plans to fix that in one of its first major projects on the river. Chairman Bill Penno said the society was raising funds for the work.
The work would involve building a stop bank to prevent the river from flooding the road and car park and clearing willows from the side stream to make it easier for boats to get in and out.
The project will be overseen by Environment Canterbury engineers.
