Liquor ban bylaw review to look at dispensation

The bylaw that allows Alexandra and Clyde to have a liquor ban is being reviewed by the Central Otago District Council.

Alexandra and Clyde are subject to a permanent liquor ban, between 10pm and 7am, Thursday to Monday each week, and also including Christmas Eve and New Year's Eve.

There is also a temporary ban for the annual blossom festival.

Council planning and environment manager Louise van der Voort said the review of the Liquor (Control of Liquor in Public Places) Bylaw would examine whether it was possible for there to be any dispensation, in an area subject to the liquor ban, for a situation that involved alcohol.

The council had not had any examples where this had occurred so far, but it had been asked by a group staying in campervans near Molyneux Park whether they could drink alcohol inside their campervans.

They were told they could not drink there.

If the bylaw was amended, people could ask the council for dispensation, Ms van der Voort said.

The review will also clarify that licensed premises are not part of the liquor ban.

Alexandra police welcomed the review, Sergeant Andy Reed, of Alexandra, said.

"The liquor ban is an effective means to assist police in reducing the number of victims as a result of alcohol-related offences, including local businesses," he said.

"There is a clear link between alcohol and people becoming victims of crime and/or offenders. Police believe that the liquor ban is having a positive effect on the community, with a noticeable reduction in property damage and offences in the ban area."

Submissions on both reviews can be made to the council.

They must be received by the council no later than noon on March 3.
