Highlands gets licence extension

The Highlands Motorsport Park has been granted a new liquor licence covering its whole site, with extended hours but not quite as long as it sought.

The park applied to the Central Otago District Licensing Committee for changes to its on-licence, to extend the area where alcohol was permitted and the hours it could serve alcohol.

The park's general manager Mike Sentch told the committee hearing last month the changes were needed so the facility could host more weddings and corporate functions.

Its licensed area was confined to the complex's museum building but it asked for the licence to cover the whole park.

As well, it asked to keep the opening time at 9am but extend the closing time from 10.30pm to 12.30am.

The committee, chairman Bob McNeil, Tanya Surrey and Michael MacAvoy, agreed to renew the licence for three years, extend the licence area and the hours, to midnight, not 12.30am.

Neighbour Alan McKay had objected to the licensing hours and said any extension to the closing time would have an effect on his family's enjoyment of their property. He had concerns about the noise of vehicles leaving the venue.

Police and Public Health South medical officer of health, Dr Derek Bell, had no objection to Highlands application and Central Otago licensing inspector Ray Applegarth had recommended the licence be renewed and the committee should determine the hours.

In its decision, the committee said it considered Mr McKay's concerns about traffic noise from vehicles leaving the venue.

As there were alternative exit roads from the property, it recommended the ones further away from his home be used as often as possible to minimise the impact on him of traffic movements.

Midnight was suitable closing time, considering the type of events proposed, the committee said.

If more than 400 people were expected at any event, Highlands had to provide an alcohol management plan and arrange a pre-event meeting with Mr Applegarth and the other reporting agencies.
