Mr Anderson has been criticised in the past by city councillors for staying on as a Carisbrook Stadium Trust trustee when his company, Arrow International, won the contract to manage the project.
He was appointed to head the project delivery team for the stadium in October, but the trust's chief executive, Ewan Soper, said at the time his role would be temporary.

Mr Barnett was previously chief executive of meat exporter and processor PPCS Ltd, now Silver Fern Farms.
Stadium Stakeholders Group chairman retired High Court judge John Hansen said Mr Barnett was independent of the construction industry, and his appointment would avoid the potential for conflicts of interest to arise.
The project team had benefited from Mr Anderson's considerable construction project management experience, but now the establishment phase was completed, it was appropriate he step aside, Mr Hansen said.
The stakeholders' group comprises representatives from the Dunedin City Council, Otago Regional Council, University of Otago and Carisbrook Stadium Trust, and is responsible for ensuring the interests of those Otago Stadium stakeholders are maintained.
