Paedophile jailed indefinitely

A Hawke's Bay paedophile was today jailed indefinitely for sexually abusing young boys.

Owen Stanley Draper earlier admitted 38 charges against boys, aged 10 to 13, between 2001 and 2008 in Napier.

They covered abuse from sexual violation to grooming boys for the purpose of committing sex crimes. Draper, 66, had abused the boys in his Onekawa flat but mostly the offences were committed on board his wooden-hulled former naval inshore patrol vessel, Ikatere.

The court was told Draper lured boys with the prospect of marine adventure, and cash and gifts.

He also gained the confidence and trust of victims' unsuspecting parents, in whose homes some offences were committed.

Justice Ronald Young told the High Court in Napier today that Draper had been committing sexual offences for more than 20 years, with convictions in 1986, 1988 and 1996.

Sentencing him to preventive detention, the judge said Draper's offending had become bolder and much more intrusive and dangerous every time.

Draper's offending came to an end when one of his victims cried "enough" and called Napier police.

Inquiry head Napier CIB sexual-abuse team leader Carol Romatowski told Hawke's Bay Today the boy was "exceedingly brave, exceedingly courageous".

"He had had "enough, and he rang the police," she said.
