Two claims have been settled with the Ministry of Social Development in relation to Edward Anand's offending and more are in progress, the ministry said in a statement.
Claims resolution programme manager Elisabeth Brunt said the ministry had apologised to the two victims and made a financial payment.
‘‘We are currently working with a number of other women to resolve their claims against Mr Anand.''
The girls' home where Anand offended was run by the then Department of Social Welfare.
Ms Brunt said the ministry's records showed it dealt appropriately with staff complaints about Anand's behaviour. After the allegations were raised in 1986, Anand resigned.
‘‘We encourage any of his victims who have not yet been heard to contact us or the police.
‘‘No young person in our care should be subject to abuse of any kind.''
The 1986 complaints were of sexual abuse involving two girls and inappropriate behaviour towards other staff. The matter was referred to police at the time.
The ministry runs a historic claims process to provide redress for abuse or neglect suffered in state-run institutions.
