SPCA Otago chief executive Sophie McSkimming said the project was progressing ''really well''.
Stevenson Williams builders had began constructing the timber framing for the second storey of the education centre last week.
The centre was expected to be finished by the end of July.
The building where dogs were quarantined would then be demolished and another building started.
The tender for the second stage of the build would go out next week, she said.
About $180,000 was needed to finish the three-stage project, she said.
When the project was finished, the new buildings would be revealed to the public at an open day, she said.
