Artist Derek Ball's kinetic sculpture has been out of commission since late September while repairs were done, in which ball bearings and acrylic sections were replaced and repainted, at an expected cost of between $2500 and $3000.
Last year, the sculpture had to be repainted after council staff painted it with a gloss finish, causing a strobing effect from reflected sunlight.
