Elected on Monday, the former Rural Otago PHO chairman is a community representative on Southern PHO.
Inaugural chairman Dr Conway Powell's tenure ended in October.
Dr Powell's term as the Southern District Health Board's representative on the PHO was not renewed, and DHB deputy chairman Paul Menzies was appointed.
In a press statement, Mr Heal said: "The foundation has been set for our PHO to become a leader in primary care.
"Good progress has been made and the board is focused on strengthening relationships with providers, Maori, community, NGOs and the DHB to attain that goal."
