The interim leadership team at the Dunedin City Council will stay in place until at least the end of March.
That means the top finance job will continue to be covered by Gavin Logie, the acting finance and commercial general manager.
Robert West will stay on as the city services acting general manager.
The role of people safety and culture director has been disestablished.
The position was held by Marian Rillstone, who was made redundant.
New chief executive Sandy Graham said the council needed to focus on preparing the 10-year plan.
The council has reshuffled its top executive positions since former chief executive Sue Bidrose and former finance and commercial general manager Dave Tombs left the organisation in July.
Ms Graham was the city services general manager before she became the acting chief executive in July and then secured the top job in September.
Mr West was the parks and recreation group manager before he took on Ms Graham’s former position in an acting capacity and Mr Logie was the council financial controller.
