The document, which each DHB is required to have under the Ministry of Health national health emergency plan, dictates how health officials are to handle disasters in region and manage any situation affecting provision of hospital services.
In July the SDHB said consultation would be held in August-September and the board executive should sign off the plan in October.
However, a "slight delay" meant consultation on the plan has not started yet, SDHB emergency management manager Paul McNamara said.
"Subject to any input from the consultation process the new plan will be very similar to the 2014-17 plan, which remains in place until the new one is finalised.
"We expect the plan to go out for consultation shortly," Mr McNamara said.
The plan covers responses to incidents such as pandemic, earthquake, major weather events, loss of services or industrial action.
Mr McNamara has previously said that the plan would aim for an "all hazards" approach to planning, so the process for managing an event was standard, whatever the cause.
