Yesterday, at the first meeting of the new board elected last month, Bill Feather was elected chairman and Barry Barbour deputy chairman.
Each man nominated the other and both were elected unopposed.
Mr Barbour was chairman on the 2007-10 board. Previous deputy chairman Chris Adams, did not stand for re-election.
Mr Feather thanked Mr Barbour for his enthusiasm in the chairman's role during what had been a term of challenges.
The 2010-13 board has two new members, Teresa Christie and Brian Miller, although Mr Miller was a member of the 2001-04 board.
Dunedin City Council chief executive Jim Harland presided over the meeting until Mr Feather's election, taking members through their formal declarations.
Mr Miller, who was outspoken during his term on the board and has been a vocal community advocate since, particularly on Taieri roading issues, could not resist a quip as he read his declaration.
Like all board members, he promised to "execute and perform" the powers, authorities and duties expected of him.
"Execute. I like the sound of that," Mr Miller said.
"The question is, who is being executed?" Mr Harland replied with a smile.
