The construction of the complex at 246 Forbury Rd, next to the Hydro Esplanade Apartments, is expected to be completed next year.
St Clair Esplanade Ltd, the development company behind the build, finished a similar apartment and retail complex nearby at 6 Esplanade, in 2017, which now houses lifestyle and clothing store Wander and Sons.
A derelict house in Bedford St was demolished to make way for a project management office and access to the building site.
Once complete, the site, where the crane now sits, will provide parking for the apartments.
