Housing New Zealand says it is working as fast as possible to resolve the issues at the Bush Rd house, but residents say the arguing, partying and general "yahooing" that can be heard coming from the house continues.
"It would be nice if Housing New Zealand would clamp down on these kinds of things," one woman said.
She said she and other neighbours were aware young people who ran away from Child, Youth and Family homes in Dunedin visited the house.
It is understood to be occupied by an adult male and two teenage girls. The leaseholder is in prison.
Another resident of the street said arguing could often be heard coming from the house during the night and it was understood young people gathered there to drink alcohol.
"That's what gets me - we are all paying for that."
Police say they are aware of the house, and have received several complaints about it. Senior Sergeant Darryl Lennane said officers investigating a series of burglaries and thefts had recovered property at the house and arrested five people who had links with it, including one man who lived there.
Two 15-year-old Dunedin youths were referred to youth aid in relation to recent burglaries and the theft of a laptop computer from The Warehouse.
Two other youths, from Mosgiel and Middlemarch, were charged with burglary.
A 22-year-old man who lived at the Bush Rd house was also charged with receiving stolen property from both groups and also supplying cannabis.
Housing New Zealand's southern region manager, Symon Leggett, said he could not talk specifically about individual tenant circumstances, but said Housing New Zealand was "continuing to work with a number of agencies to try and resolve the issues as quickly as possible".
