The decision on whether to reopen Cadbury World's Dunedin cafe and shop is now in the hands of their employees.

Mondelez announced on Friday Cadbury World tours would end immediately as a result of the premises making up part of the hospital rebuild site.

At that time, Mondelez International Australia, New Zealand and Japan area vice-president Amanda Banfield said she expected the cafe and shop to reopen yesterday and continue operating for an unknown length of time.

However, they were closed yesterday.

Dunedin site manager Judith Mair said the company decided it would keep Cadbury World's cafe and shop closed until consultation with staff ended in about a week.

By then it should have clear feedback from employees on whether they wanted to reopen, she said.

All 39 employees, both casual and permanent, were on paid leave throughout the consultation.

The tours did not continue because being a guide was ``high energy'' and ``public facing''.

``It would be inappropriate for our team members to have to continue in these roles given the closure announcement. They've done an amazing job as the face of Cadbury World during a difficult 12 months and are the reason the attraction has been so successful.''

The company investigated relocating Cadbury World, but believed setting up in an unrelated building was not ``credible for such a tourist attraction'', she said.

``Some stakeholders questioned the viability of Cadbury World in the absence of the factory. However, we felt it was worth investing in the redevelopment due to the significance of place and the important role of history in the redeveloped attraction and we've invested $2 million in the redevelopment to date.

``Without this history, it just becomes a chocolate shop and cafe.''

It is understood people booked for Cadbury World tours will be reimbursed.

Etu union industry co-ordinator Phil Knight said he was not surprised the shop and cafe were closed again yesterday, but expected it would only be for ``a day or two''.
