Planned intersection changes to access Mosgiel’s new swimming pool led to a charged atmosphere at the Mosgiel Taieri community board last week.
Community board member Brian Miller said proposed intersection changes at Gordon Rd and Eden St released by the Dunedin City Council had social media sites blowing up with comment.
He presented a motion that the Dunedin City Council put an immediate stop to all procedures and development of the new Mosgiel pool entrance intersection until a public hearing is held as per the RMA, and that a full assessment should be made by counsel of the effects of this intersection on the immediate and wider Mosgiel-Taieri community.
This caused several adjournments and points of order.
After taking advice, chairwoman Joy Davis said this was outside the delegated authority of the community board to direct the DCC to do something, and that all investigations and relevant inquiries had already made so she was ruling it out of order.
After more adjournments and discussion an alternative wording was able to be put forward —
The Board recommends the Dunedin City Council put an immediate stop to all procedures and development of the new Mosgiel Pool intersection until a public hearing is held as per the Resource Management Act with a full assessment made by the Council of the effects of this intersection on the immediate and wider Mosgiel Taieri community.
Mr Miller said the numbers of car parks planned to be removed to allow for changes at the intersection had increased from 15 to 24.
"I believe that now there's a change, that there has to be a hearing, because I was told there did not need to be one because there would be no change."
Community board member Brian Peat said consultation was absolutely vital in the community.
"There has been been many, many comments on social media, complaining about the lack of consultation and why? why? why?"
If there was a change from removing 15 to 24 car parks "we really have an obligation to consult."
After discussion the motion was carried all in favour.
