The New Zealand Rugby Union announced details of the noon press conference, at which Carter is expected to reveal whether he will remain playing rugby in New Zealand after the World Cup.
Media reports say the fact the NZRU called the conference suggests the 29-year-old is likely to stay in the country.
It was reported last month that the NZRU had offered four-year contracts to Carter and All Black captain Richie McCaw to stay in New Zealand with unprecedented levels of flexibility and payment.
The contracts would allow the players to take sabbaticals, either playing or non-playing; to leave New Zealand at any stage of the contract; and to pick up about $850,000 a season.
NZRU CEO Steve Tew told Radio Sport last week the flexibility offered in the contracts shows how important Carter and McCaw are to New Zealand rugby.
Also last week, Carter's Canterbury backup, Colin Slade, signed a new two-year Super Rugby deal with the Highlanders, which some commentators see as adding weight to the likelihood of the All Black great remaining in New Zealand.
