Harbour retained the Scoles Memorial trophy when it beat Zingari-Richmond in a messy game at Watson Park.
There was too much aimless kicking, dropped passes and knock-ons that made the first half a stop-start affair.
Zingari's first half defence was weak and it allowed fullback Craig Sneddon and openside flanker Angus Duckett to score tries to give Harbour a 12-0 lead at the break.
Sneddon used his pace and always looked for scoring opportunities. He added a try in the second spell after an intercept 40m out.
Duckett had a livewire game in the loose and his speed to the breakdown gave Harbour an advantage.
Hooker Pete Mirrielees was dynamic in the tight and always made ground with the pick and go.
Zingari kicked away too much ball in the first spell but tightened its game after the break with more accurate tackling.
Chris Snow and Jeremy Bekhuis were solid props and helped the Zingari scrum match Harbour in the second spell.
Flanker Chris Bell had a solid game and scored two pushover tries.
