The 25-year-old striker had an excellent season with the Wellington Phoenix, scoring a club record 16 goals in 24 games, and will go out on loan to Major League Soccer club managed by Nelsen until August - the new A-League season is due to start early in October.
"Very excited to announce I'll be heading to Toronto FC on loan," tweeted Brockie, who still has two years remaining on his Phoenix contract. "Looking forward to heading over. Can't wait to get started."
Brockie, who has played 35 times for the All Whites, is due to head to Toronto next week and join a club who also added Scottish defender Steven Caldwell on loan.
"We're excited to have Jeremy join us on loan," Toronto FC president and general manager Kevin Payne said. "Ryan has played with him on the All Whites and speaks very highly of him.
"He'll provide another option in an attacking position and if he can continue his form from the last A-League season we'll be happy indeed."
Toronto have endured a poor run of results, having failed to win any of their last seven games to sit eighth in the 10-team Eastern Conference. They were also beaten 6-0 by the Montreal Impact in the Canadian Championship semifinal.
The loan deal means he'll likely fall out of contention for July's A-League All Stars match against English Premier League champions Manchester United. Brockie was rated by fans as the league's seventh-best striker and only Phoenix player among a top 35 voted for by fans, which makes up 50 per cent of the weighting in selection for the 18-man squad.
It's a good move for Brockie, who looks like an individual who needs to keep playing games, and it suits the Phoenix given the long A-League off-season.
"It is a great opportunity for Jeremy as the MLS is of a good standard, and it is possible that Jeremy could come back an even better player than he now is," Wellington general manager David Dome said.
"The break between seasons in the A-League is too long and the club has been looking for opportunities for some of the players to play football in other leagues in an effort to get greater benefit from the break.
"[Defender] Michael Boxhall is currently on loan to the Oakleigh Cannons in the Victorian Premier League as part of this programme. Both Clubs have also agreed to work closely together on football issues following on from this deal so it's a great association to have"
Brockie is already well travelled, having played for the New Zealand Knights, Sydney FC, North Queensland Fury, Newcastle Jets and Phoenix in the A-League as well as Hawke's Bay United in New Zealand's ASB Premiership.
The Wellington Phoenix are due to announce a new coach soon.
