Phillips and Luke Georgeson ground away together as they worked to keep Otago moving as the pesky weather took a turn.
A rain delay left Otago at 69 for two as they waited for it to subside.
Wellington spinner Peter Younghusband and Michael Snedden put the pressure on after the break and were eventually rewarded.
Younghusband removed Georgeson, after he chopped a delivery on for 16.
Leo Carter went in the next over when he played his shot straight to Nick Kelly for a duck.
Phillips came out in an aggressive mood when played resumed, nicely driving to the boundary and then swatting a six.
Llew Johnson (21) combined with Phillips to add 80 for the fifth wicket.
Earlier, Kelly resumed on 154 after guiding Wellington through on day one. He eventually went for 161.
Otago removed Nick Greenwood (17) early and Michael Snedden did not last long and was caught behind by Chu for a duck after 12 balls.
James Hartshorn added a boundary but soon meet a similar fate to be caught behind to end Wellington’s innings.
Otago seamer Jarrod McKay was the pick of the bowlers, finishing with four for 84.
Canterbury’s Rhys Mariu will resume his brilliant knock of 212 not out this morning and has put his side in front, leading by 191 runs against Central Districts at Saxton Oval.
He was well aided by Matthew Boyle (116) who scored his maiden century and together put on a record third-wicket partnership of 258 for Canterbury against Central.
Scott Kuggeleijn took five for 43 to help Northern Districts bowl Auckland out for 150 at Seddon Park.
Northern, who lead by 164 runs, will resume on 46 runs this morning.
