The 23-year-old South African-born player has signed to play for the Lahore Qalanders in the Pakistan Super League which will get under way next month.
The right-hander has not played any elite cricket since featuring in a first-class game for Otago against Central Districts in Dunedin in March 2020.
That season was cut short by Covid and Foxcroft returned home to South Africa to visit family and friends.
He had planned to return in time for the following season but was prevented due to border restrictions.
Foxcroft remained contracted to Otago but when attempts to secure an exemption were met with further rejection this year, his contract spot was offered to another player.
Otago Cricket Association chief executive Mike Coggan said the former South African under-19 representative is committed to immigrating to New Zealand and chasing his dream of playing international cricket.
"Both parties are really positive about continuing to get Dean back here," Coggan said.
"His career has been on hold for essentially two summers and he is committed completely to cricket in New Zealand and one day making the Black Caps.
"But at the moment he just can’t do that. We’ve kept in close touch with him right through ... and we are very motivated to get him back."
Foxcroft was named Volts batter of the year in 2019-20 and he was certainly someone the national selectors were keeping an eye on.
His form in the limited overs formats commands attention.
In 17 list A games he has scored 665 runs at an average of 51.15, including two centuries and three half centuries.
His T20 record is almost as impressive. He has notched 539 runs at 41.46, including five half centuries, in 18 games.
He has picked up a splattering of wickets as well.
Foxcroft has been playing lower-level cricket during his absence and has done some work with former New Zealand and Central Districts wicketkeeper Kruger van Wyk.
"So he is still fit and healthy and we’ve just got to wait until the borders open and see what happens."
Foxcroft will join the likes of Fakhar Zaman, Rashid Khan and Shaheen Afridi at the Lahore Qalanders.
It is the seventh edition of the event and gets under way on January 27.
Former Black Cap Colin Munro is playing for Islamabad United in what is a six-team competition.
The Multan Sultans won the league in 2021.
