Resident Barry Bruce said the people were residents and members of the neighbouring equestrian club.
Mr Bruce said he parked a digger over the site last Wednesday in an attempt to encourage Spark to consult residents about the tower, which he said the company had not done.
He said all he wanted was to have a discussion with Spark and examine all options for the tower, and had no intention of digging up the existing foundations.
Mr Bruce hoped yesterday's protest would encourage Spark to set up a meeting.
Spark lead corporate relations partner Michelle Baguley has told the Otago Daily Times the company had exhausted all other options and had no intention of changing the location of the tower.
