Chairman Hayden Rankin released a statement yesterday confirming the Stadium Southland Ltd board had received the findings of the review, which was conducted by Christchurch-based barrister Tim Mackenzie.
While there was no clarity on the scope or content of the review, he said it was around the "events at Stadium Southland earlier this year".
In May, documents released by the Invercargill City Council through the Official Information Act showed Nigel Skelt - who was the stadium general manager and an Invercargill city councillor at the time — was the subject of a sexual harassment complaint from a female staff member.
Both Invercargill Mayor Nobby Clark and former stadium chairman Allan Dennis were informed of the incidents in the staff member’s resignation letter in February, and Mr Clark worked to resolve the complaint by issuing a "serious warning" to Cr Skelt, directing him to get psychological counselling and closely monitoring his behaviour.
He also offered the teenage complainant $3000 to cover lost income, counselling for the trauma and the option of working somewhere else at the stadium or at ILT.
Mr Rankin said in the statement yesterday the board was pleased to have the six-week independent review completed and while the results were not unexpected, the document would provide clarity for the organisation to move forward.
"The review confirmed that although there were shortcomings in the initial actions undertaken, at no time were express governance or constitutional obligations breached.
"The subsequent intervention and measures taken by the SSL board were formal and robust", the statement says.
Recruitment of a permanent general manager for the stadium would begin immediately.
Mr Skelt was unable to be contacted yesterday.
Mr Clark said he was aware of the findings of the review but would not be commenting.
