The "longest-serving mayor of New Zealand" described the 2019 campaign as "intense", with the controversial Southland Disabilities Enterprise tender and public criticism from his fellow councillors.
He beat Steve Chernishov and re-elected councillors Darren Ludlow and Becs Amundsen.
The latter spent nearly three times as much as the 72-year-old and while she garnered only 3302 votes for mayor, to Sir Tim’s 9672, she scored 8133 votes for her city council seat.
Similarly, Darren Ludlow spent $3996.78 in a mayoral bid that scored him 6425 votes, but also the second-most among city councillors with 9936.
Steve Chernishov spent $8024.31 in his mayoral bid, picking up only 623 votes, and failed to make the council, receiving 3168 votes.
Peter Kett, who spent $6025.08 on his campaign, took the 12th seat at the city council table with 6622 votes.
Nobby Clark, who topped the polls with 10,802 votes, spent $2597.13.
Southland Mayor Gary Tong secured his third term without spending on his campaign.
