Solution for Tapanui centre refurbishment uncertain

Tapanui’s West Otago Community Centre’s structural upgrades are far from finished and they will not be cheap.

The centre was built in the late 1980s to host sporting, artistic and social activities and is used by schools, Civil Defence and health and aged care centres.

After more than 30 years, issues arising from a compromised, leaking roof, and a non-compliant theatre area meant the need for general refurbishment and upgrades could no longer be delayed.

In 2020 $220,000 was designated to begin a three-stage work programme on the centre.

So far, the main roof has been made watertight and strengthened, the theatre infrastructure remedied and refurbished and the exterior of the building painted.

Expenditure to date is $853,862, mostly covered by grants and donations.

Yet to be addressed are 730sqm of leaking, flat, butynol covered roof, and a fire alarm compliance issue which may cost up to $100,000.

The centre is represented by a management committee made up of small group of volunteers and library staff who deal with the public.

A variety of solutions have been submitted for Clutha District Council long-term plan, ranging from coating the flat roof to building a completely new roof and ceiling over interior refurbishment, which could cost from $900,000 to $1.4million.

Expanding the community centre’s floor plan to include new space for Tapanui Public Library is also under consideration.

The management committee prefers the more extensive option, with its better street appeal and advantages of shared spaces, resources and costs, and seeks the involvement of the West Otago Community Board and council in decision making and funding.
