Mr Hakkaart was appointed to the position in 2005, and the job had to be advertised after five years.
Four applications were received, from New Zealand and Australia. Mr Hayes said while none of the applicants was interviewed, the relevant weight was given to each application.
"Mr Hakkaart's local government experience and skills, and his commitment to the Clutha district and its communities, made him the leading candidate."
Mr Hayes said the council was pleased to recognise the contribution Mr Hakkaart had made over the past five years.
Mr Hakkaart's new salary package, which for the last financial year was $220,000, had not been finalised yesterday.
