Mr Cadogan said he was excited about the next three years and looked forward to working with the new council.
His team was shaken up with the departure of councillors Ron Davis and Hamish Anderson.
Only two of the council’s wards and one community board required an election.
Seven people were vying for the four positions available in the Balclutha ward which was filled by incumbent Cr Ken Payne (1336) and newcomers Carol Sutherland (1309), Rachel Jenkinson (1175) and Alison Ludemann (906).
Mrs Jenkinson said she was surprised by her election and was looking forward to serving the community even more.
As the youngest councillor, Mrs Jenkinson (35) said it was nice to have a broad range of representatives.
Jo-Anne Thomson was not re-elected.
Only 10 votes separated Cr Geoff Blackmore (243) and his challenger Paul Tansley (233) in the Lawrence-Tuapeka ward.
However, Mr Tansley did not quite miss out as he was elected on to the community board.
Mr Cadogan said it was nice to see some new faces on the council.
"I look at the faces around the table ... and it’s a good representation."
Garry McCorkindale (326) and Geoff Davidson (374) will return to the Lawrence-Tuapeka Community Board.
Quentin Currall (326) was ranked third equal with Mr McCorkindale.
Mel Foster (352) and Elizabeth Ritchie (290) will replace former members Rochelle Langley, Rowena Paterson, Liz Forbes and Malcolm MacLeod.
The West Otago ward and its community board did not require an election.
John Herbert replaces Jeff McKenzie as ward councillor alongside Michele Kennedy.
Cecil Crawford will join the community board with Barbara Hanna, Antony Robertson, Bruce Robertson, Linda Roulston and Sue Wink.
Gaynor Finch, Bruce Vollweiler, Selwyn Wilkinson, Hilary McNab, John Cochrane, Stewart Cowie and Bruce Graham will also return to the council.
Steve Morris (1652), Blair Cross (1451) and Neville Gardner (1409) were elected on to the Balclutha ward of the Clutha Licensing Trust while Trevor McIntosh (171) was elected in the Owaka ward.
Hamish Anderson (2602), who retired as Clutha district councillor this year, was elected on to the Clutha Health Incorporated board.
He will be joined by Mervyn Jones (2977), Kate Anderson (2847), Paul Richardson (2774) and Grant Driver (2535).
