Sergeant Martin Bull said police were notified the cones were back on the arches yesterday morning after a similar prank earlier in the week.
It appeared the second set was put there on Thursday night.
Contractors removed the cones yesterday, delaying traffic on either side in intervals as they blocked one lane on the bridge.
